In response to correspondence dated February 14, 2002 from Mr. Anthony Serafini,
Reference No. 1727, we are submitting this progress report as an electronic attachment to
our renewal application.

Specifically, you asked for the number of units used during testing, and a justification of
why a renewal is requested, describing our future plans for testing.

The experimental licensee, General Motors Research Corporation (“GMRC”), holds
experimental licenses on behalf of General Motors Corporation. The proving ground site
consists of 4000 acres with a number of lakes in Milford, MI. GMRC uses the subject
license to test electromagnetic compatibility by checking the radio frequency
transmissions between engine control electronics and onboard radio and radar
transmitters. As such, the number of units used during testing varies. GMRC is seeking
renewal of this experimental license because it will have a continuing need to conduct
tests in the several lakes located within the proving ground.
