Special Temporary Authority application - Explanation
Please explain in the area below why an STA is necessary:
Flarion requests authorization, pursuant to Section 5.61 of the Commissions Rules, to operate an experimental prototype from June 15, 2005 through November 15, 2005. Flarion seeks to operate its equipment, which the Commission has already authorized it to operate on a permanent experimental basis at its headquarters in Bedminster, NJ and New York, NY (Call Sign WC2XLF), on a temporary basis at the same location on an additional frequency band. Flarion is seeking STA because the scope and duration of its proposed operation warrant only temporary authority under Part 5 of the Commissions rules. Flarions request for STA is supported by good cause. Flarion is developing a new broadband mobile data communications system for the 450 MHz band. Flarion has developed this equipment for the 700 MHz band as well as the 1900 MHz PCS band, and is seeking to enable the operation of this system in the 450 MHz band to support new market opportunities. Flarion relies heavily on the data it generates from the operation of its experimental devices to verify functionality and improve the responsiveness of the unit before committing additional resources to full-scale commercial production. Flarion therefore seeks permission to test the equipment in the 450 MHz band.

Special Temporary Authority application - Initial values - Purpose of Operation
Please explain the purpose of operation:
The purpose of this trial are to validate the system design concept, the operation and functionality of the equipment, and to collect limited performance data in order to refine the design to support the commercialization of the equipment. The specific algorithm developed for the 450 MHz band will be tested and optimized, and the performance validated against known performance in other bands.
