The antennas are mounted on an extendable mast which is mounted on a light truck. The mast extends to a maximum height of 40 feet above ground level (AGL). The truck is located in the immediate vicinity of taller buildings and is completely shielded from all air traffic by the surrounding buildings. The truck is located in the congested area of Little Rock and it is evident beyond all reasonable doubt that the truck, mast and antenna, so shielded, do not adversely affect safety in air navigation. Thus, under section 17.14(a) of the FCC Rules, the proposed structure is exempt from notice to the FAA.
