My contacts in WTB have said that don’t have to register with the database manager as long as you coordinate with all
the users of the spectrum in the area.

Any word? I am waiting to hear back from the manufacturer of the UHF (310‐390MHz) radio for our experiment on
some other technical details but I would like to get the “new” STA submitted ASAP.

Thanks,

I am waiting for a response from my contact in FCC’s Wireless Telecommunications Bureau concerning the third‐party
database manager issues. They are the ones that suggested that condition.

Leann Nguyen is the engineer who processed that application and will handle any future application.

Mr. Young,
Ms. Hey referred me to you. Please see below ( I will be applying for a new STA for the 375‐386MHz
frequency). You can reach me on my cell phone at any time.

Thanks,

You would need to apply for a new STA. Doug Young can help you with the questions about the registration.

Ms. Hey,

                                                           2

I have received the granted STA. Thank you. I have a couple of questions/issues (I have tried calling the main
OET phone number a few times over the last few days but it goes straight to VM):

    1. I need to change the 340MHz frequency to something in the 375‐386MHz range due to the Navy already
approving the 375‐386MHz range and the Army not approving the bandwidth required at 340MHz for
operational use. Can I modify this STA or do I need to apply for a new STA?
    2. Pursuant to Special Condition (3) I am trying to register the link with a third‐party Database Manager (Micronet
Communications, Inc.). There are a number of issues with the registration:
                 a. The tower we are using belongs to NOAA and is not a radio tower. It has no ASR or FAA registration
information so their system is rejecting it.
                 b. The transceiver and the antenna are experimental in nature so they are not on their list of standard
equipment for registration so their system is rejecting it.
                 c. They advise that due to one side of the link being in the Table Mountain Field Site and Radio Quiet
Zone this will trigger a requirement to file a 601 and get clearance from the NTIA. Since NTIA has
already been consulted by the FCC pursuant to the issuing of this STA (and my company, First RF, is a
research partner/tenant of the Table Mountain facility) this seems to be redundant.
Since this testing is scheduled to only take a couple of weeks, with average use of only a few hours a day, between 2
Federal government facilities that have already given clearance (that have no other RF links on these or any other
frequencies), I am wondering if there is a need to register the link.

Thanks,

There is nothing else you need to do. It is awaiting approval from NTIA.

Ms. Hey,
The below reference STA was filed 28OCT2014 and is still in pending status. I have not received any
correspondence asking for additional information and I see that a call sign has been assigned. Is there anything else I
need to do to complete the application?
