     Dear Mr. Young:

                        Final Analysis, Inc., by its attorneys, hereby withdraws its request for
     experimental authority to operate a ground station in the non—voice, non—geostationary mobile
     satellite service ("NVNG MSS") on the 148.7 MHz frequency, located at its corporate
     headquarters in Lanham, Maryland.‘ This withdrawal is being made voluntarily without

     holds experimental authority to operate its NVNG MSS satellite, FAISAT—2v, under Call

prejudice and is limited only to Final Analysis‘s request for the 148.7 MHz frequency in the
November Application. Final Analysis maintains its separate requests in the November
Application for experimental authority to operate on the 455—456 MHz and 459—460 MHz
frequency bands from the Lanham ground station."

               A duplicate of this letter and a self—addressed, postage—paid envelope also are
included in this filing. Please date—stamp the duplicate upon receipt and return it in the

455—456 MHz and 459—460 MHz frequency bands and a special temporary authorization (Call
Sign KSZ2XDA, File No. S—2779—EX—97) to operate on the 148.7 MHz frequency from its
ground station in Logan, Utah. Final Analysis also holds an experimental authorization (Call
Sign KSZ2XCZ, File No. 4683—EX—PL—95) to operate up to 350 remote terminals on the 455—
456 MHz and 459—460 MHz frequency bands.
