     Special Condition:              Transmissions shall be limited in number and duration to
                                     those described in the application.




     This special   temporary authorization is granted upon the express condition
     that it may be terminated by the Commission at any time without advance
     notice   or  hearing  if  in  its discretion the need for such action arises.
     Nothing contained herein shall be construed as a finding by   the  Commission
     that   the  authority  herein  granted  is  or will be in the public interest
     beyond the express terms hereof.

     This special temporary authorization shall not vest in the grantee any right
     to operate the  station  nor  any  right  in  the  use  of  the  frequencies
     designated        in   the    authorization       beyond the    term hereof,       nor in any other
     manner than authorized herein.                Neither    the   authorization        nor   the     right
     granted     hereunder        shall    be assigned or otherwise transferred in violation
     of the Communications Act of 1934.                This   authorization       is     subject      to    the
     right of use of control by the Government of the United States conferred by
     Section 706 of the Communications Act of 1934.




     This authorization effective                 September 25, 1997        and
     will expire 3:00 A.M. EST.                    October 25, 1997

          Dear Mr. Young:

                          Pursuant to Section 309(f) of the Communications Act of 1934, as amended,
          47 U.S.C. § 309(f), and Section 5.56 of the Commission‘s rules, 47 C.F.R. § 5.56, Final
          Analysis Inc. ("Final Analysis"), by its attorneys, hereby submits its emergency request for
          special temporary operating authority to use the 148.7 MHz frequency, on the emergency
          basis as defined herein for a limited four—week period from the date of grant of the STA, for
          telemetry, tracking & control ("TT&C") operations between its above—referenced ground
          station and its experimental Little LEO satellite FAISAT—2v. For the reasons discussed
          below and in light of the emergency nature of this STA request, expedited grant of this
          request is in the public interest, convenience and necessity.‘




              1          Due to the emergency nature of this STA request, this advance copy of the
          STA request is being filed directly with the Office of Engineering and Technology for
          expedited action. The original STA request will subsequently be filed with the appropriate
          fee and transmittal forms through the FCC‘s Mellon Bank in Pittsburgh.

  &                     AN EMERGENCY STA TO OPERATE ON FREQUENCY 148.7 MHz
                        FOR NO MORE THAN A TOTAL OF THREE MINUTES PER DAY
                        FOR THE NEXT FOUR WEEKS IS NECESSARY TO ALLOW FINAL
                        ANALYSIS TO CONDUCT MONITORING AND TT&C OF FAISAT—2v‘s
                        ORBITAL OPERATION FROM ITS LANHAM CONTROL CENTER

                On September 23, 1997 at approximately 8:45 p.m. Moscow time (12:45 p.m.
Washington, D.C. time), FAISAT—2v was launched as a secondary payload aboard a Cosmos
rocket from the Cosmodrome in Plesetsk, Russia. Final Analysis‘s technical staff at its
Lanham headquarters and main ground station are now actively engaged in monitoring and
TT&C of the satellite to ensure that it enters into proper operational condition. TT&C
communications with the satellite must be performed on the 148.7 MHz frequency.          Final
Analysis‘s technical staff in Lanham is currently conducting TT&C with FAISAT—2v
remotely through telephone modem uplinks to its two other experimental ground stations in
Logan, Utah and Andoya, Norway, where it is authorized to use the 148.7 MHz frequency."
Nevertheless, to the extent that these remote telephone modem links are inherently subject to
potential and unforeseeable interruptions, special temporary authority is necessary to use the
148.7 MHz frequency for a TT&C communication link to FAISAT—2v on a limited,
emergency basis from the Lanham headquarters. Availability of the 148.7 MHz frequency
for TT&C at the Lanham ground station on an emergency STA basis is especially critical
during this early phase of the FAISAT—2v mission in order to ensure that the satellite enters
into its proper orbit.   Accordingly, Final Analysis requests an emergency STA to conduct
communications with FAISAT—2v from its Lanham ground station on frequency 148.7 MHz
for a four—week period from the date of grant of the STA and limited to a portion (5%) of
each of four (4) 15 minute passes each day when FAISAT 2v is in view of the Lanham
ground station not to exceed a total of 3 minutes each day.

II.                     SPECIFIC INFORMATION REQUIRED BY SECTION 5.56 OF THE
                        RULES

                        1) Name and Address: Final Analysis Inc., 9701—E Philadelphia Way,
                        Lanham, MD, 20706.




    2        Due to congestion in the 148.7 MHz frequency in the Washington, D.C. area,
however, Final Analysis has been unable previously to obtain experimental authority to
conduct communications on that frequency from its Lanham ground station.

                         2) Need for Special Action: To conduct TT&C from Lanham ground station
                         and headquarters on frequency 148.7 MHz to monitor FAISAT 2—v satellite‘s
                         orbital pattern during initial four—week phase of mission.

                         3) Type of Operation to be Conducted: Telemetry, tracking and control of
                         experimental Little LEO satellite from Lanham ground station.

                         4) Purpose of Operation: Same as above

                         5) Time and Date of Proposed Operation: For a four—week period from date
                         of grant of STA. Operations on 148.7 MHz will be limited to 5 percent of
                         each of four (4) 15 minute passes per day when FAISAT—2v is in view of the
                         Lanham ground station not to exceed a total of three minutes per day.

                         6) Class of Station, Call Sign, Nature of Service: Experimental Ground
                         Station for Experimental Little LEO satellite program; Call Sign WA2XHE,;
                         Experimental Satellite Service.

                         7) Location of Proposed Operation: Final Analysis Inc., 9701—E
                         Philadelphia Court, Lanham, MD (north latitude 38—57—39; west longitude 76—
                         50—19)

                         8) Equipment: Experimental Ground Station Transmitter (1 unit).

                         9) Frequencies:   148.7 MHz

                         10) Effective Radiated Power: 20w maximum RF output power at
                         transmitter terminal; 200W maximum effective radiated power from the
                         antenna.

                         11) Type of Emission:   100KFID

                         12) Overall Height Above Ground of Antenna Structure: The antenna is
                         mounted on an existing building and will not extend more than 6 meters above
                         the building. See Final Analysis Inc., Initial Application for Lanham
                         Experimental Ground Station on FCC Form 442, dated November 13, 1996 at
                         Item 15.

                As required by Section 5.54 of the Rules, 47 C.F.R. § 5.54, the signature and
certification of an officer of Final Analysis is attached hereto.

II.                     CONCLUSION

               For the foregoing reasons, Final Analysis urges the Commission to
expeditiously grant this emergency STA request to allow it to operate on the 148.7 MHz
frequency for a four—week period under the limited terms described above for TT&C between
its Lanham ground station and the FAISAT—2v Little LEO satellite.

                    Pursuant to its experimental non—voice, non—geostationary mobile satellite
       service ("NVNG MSS" or "Little LEO") authorizations for the above—referenced call signs,
       Final Analysis Inc. ("Final Analysis"), by its attorneys, hereby submits this special progress
       report on its Experimental Satellite Program. Final Analysis hereby notifies the Commission
       of the imminent launch of its experimental Little LEO satellite FAISAT—2v.

                          Absent unforeseen circumstances beyond Final Analysis‘s control such as a
       precipitous change in weather conditions, the preparedness of the primary satellite payload or
       similar emergency, FAISAT—2v is scheduled to be launched as a secondary payload aboard a
       Cosmos rocket from the Cosmodrome in Plesetsk, Russia on Tuesday September 23rd at
       approximately 8:45 p.m. Moscow time (12:45 p.m. Washington, D.C. time).

                      The original and two copies of this progress report are being filed herewith.
