                                DEMONSTRATION OF NEED

               Final Analysis, Inc. (‘‘Final Analysis") respectfully submits this showing of need

in support of the foregoing application for renewal of the experimental radio station

authorization for its 350 remote user terminals, call sign KS2XCZ (File No. 4683—EX—R—97).‘

The current authorization is scheduled to expire on August 1, 1999. The 350 remote user

terminals are indispensable to the Final Analysis experimental satellite program.

               The purpose of the experimental satellite program is to permit Final Analysis to

conduct multiple scans of a variety of VHF and UHF bands, including the 454—456 and 459—460

MHz bands allocated to Little LEOs internationally at WRC—95 and WRC—97, from FAISAT—2v.

Final Analysis anticipates that these multiple scanning operations will help collect data on the

comparative levels of noise from existing operations in the observed bands and accurately

measure the feasibility of conducting Little LEO operations in these bands on a time—shared basis

with existing operations.

               As Final Analysis explained in the progress report it filed on March 2, 1999, Final

Analysis has encountered, and continues to encounter, operational difficulties with the FAISAT—

2v related to on—board energy deficits during eclipse periods." Final Analysis continues to

       station licenses for its Little LEO Satellite ("FAISAT—2v"), call sign KS2XCY (File No.
       4682—EX—R—97), and its ground station in Logan, Utah, call sign KS2ZXDA (File No.
       4684—EX—RR—97). On March 31, 1999, Final Analysis filed for renewal of its
       experimental radio station license for the ground station at its corporate headquarters in
       Lanham, Maryland, call sign WA2XHE (File No. 0142—EX—RR—1999).
       Final Analysis has received special temporary authority to perform TT&C on the 148.7
       MHz frequency. See Final Analysis STAs, Experimental Call Signs WA2XHE (File
       Nos. S—3064—EX—97 & S$—3150—EX—97); WASXHE (File No. S—3329—EX—98).


attempt to communicate with the satellite in order to fulfill its experimental program‘s purpose.

This program involves the participation of 13 nations around the world and has had the full

support and participation of the FCC International Bureau staff. If successful, the experimental

program will be important to the success of the Little LEO industry by demonstrating the

feasibility of spectrum sharing. Final Analysis urges the Commission to grant this renewal

request so that these purposes can be achieved.
