Final Analysis, Inc. FCC Form 405 Renewal of Experimental Satellite Ground Station License —— Showing of Need ATTACHMENT Final Analysis, Inc. ("Final Analysis") respectfully submits this showing of need in support of the foregoing application for renewal of its experimental radio station authorization call sign WA2XHE (File No 5582—EX—PL—97). The current authorization is scheduled to expire on April 1, 1999. The transmitting facilities associated with this authorization are situated at the company‘s headquarters in Lanham, Maryland (hereinafter, the "Lanham main ground station"). The Lanham main ground station facility is essential to Final Analysis‘s overall experimental satellite program because it provides telemetry, tracking and control ("TT&C") of Final Analysis‘s experimental satellite FAISAT—2v, which was launched into low earth orbit in 1997.‘ The purpose of Final Analysis‘s experimental satellite program is to employ FAISAT—2v to conduct real—world studies of frequency—sharing in the non—voice, non— geostationary mobile satellite service ("NVNG MSS" or "Little LEO®) and the potential effects of NVNG MSS operations on other radiofrequency users. At least for the next two years, the experimental data generated by FAISAT—2v‘s operation will continue to be important in facilitating the development of radiofrequency standards for commercial Little LEO service operations. Accordingly, there is adequate need for a two—year renewal of the Lanham ground station experimental authorization.
