This responds to the email FCL Tech received on October 25, 2016, regarding File No.
1440-EX-ST-2016.

You asked if the CW tone signal will sweep across the 100 MHz in the 27950 - 28050 MHz band. The
CW tone can be mechanically tuned above and below 28 GHz. We intend to keep the unmodulated CW
transmit frequency at a fixed value within 27950 - 28050 MHz, and do not intend to sweep the frequency.
You also asked if the transmit signal will be only from the aircraft to the ground in the 27950 - 28050 MHz
band? Yes, the signal will be transmitted from air to ground. There will be no transmission from the
ground to the aircraft in the 27950 - 28050 MHz band. The antenna on the aircraft will only point towards
the ground and will not point toward the earth horizon or at a higher elevation.

The calculations for EIRP and ERP should be as follows: EIRP = 12 dBW (15.8 Watts) and ERP = 9.85
dBW (9.7 Watts).
