      RE: Ericsson Experimental License Application 0655-EX-PL-2007

Dear Mr. Keltz:

       Please be advised that in connection with the above referenced application,
Ericsson is prepared to implement safeguards similar to those it has previously
established for its other experimental authorizations to ensure that any government use
in the bands for which it has applied are protected. Such safeguards could include, if
deemed necessary, the following:

      •   Establishing a 24/7 stop buzzer hotline so that entities experiencing
          interference can have transmissions immediately stopped; and
      •   Providing a test plan schedule that shows the location of testing by day to the
          Department of Justice and the Department of Homeland Security.

       As always, Ericsson is committed to working cooperatively to evaluate and
mitigate any interference issues so that its experimental operations do not cause
harmful interference to existing licensees or any government users. If you have any
