Re: EXPEDITED ACTION REQUESTED FOR STA APPLICATION

Dear Mr. Young:

Pleased be advised that this firm represents Ericsson Inc (“Ericsson”). Ericsson
respectfully requests expedited review and processing of its Special Temporary Authority
(“STA”) application. Due to the special and unique circumstances detailed below and for
good cause shown herein, expedited treatment of Ericsson’s STA application is justified
and in the public interest.

Ericsson will be an exhibitor at the CTIA trade show March 14-19, 2003. CTIA
was allocated some spectrum, to be distributed among its exhibitors, to allow for product
demonstrations at the show. The demand for CTIA’s designated spectrum was
unexpectedly high. As a result, although Ericsson timely requested spectrum for use
during the show from CTIA, none will be available for Ericsson’s use during the trade
show.

The delay in filing an STA application was not caused by Ericsson. Upon
learning that no spectrum from CTIA would be available for Ericsson’s use, Ericsson
investigated alternative spectrum for its demonstrations at the trade show. Ericsson has
identified spectrum suitable for its intended use within the 880-905 MHz and 928-960
MHz bands. As soon as practicable after it was identified, Ericsson submitted an STA
application for authority to use spectrum within these frequency bands during the show.

An STA will allow Ericsson to demonstrate advanced wireless services and applications to industry and the public at the CTIA trade show. Therefore, expedited treatment of Ericsson’s STA application is fair and reasonable and in the public interest. If you need additional information, please do not hesitate to contact us.
