      Ensemble Communications Inc. ("Ensemble") hereby requests Special
      Temporary Authorization to operate a DEMS point—to—multipoint field
      trial test system in Los Angles, California for a limited period of time,
      to demonstrate and test equipment.

      Ensemble‘s business primarily consists of developing, manufacturing
      and providing wireless communications systems and related products              $ a n         D i e g o
      and services. Our company employs approximately 60 people in the
      United States and 20 people abroad and has raised equity capital in
      excess of $17 million.

      Ensemble plans to offer a complete system solution to carriers in the
      LMDS, DEMS and other Broadband Wireless Access (BWA) markets.
      Our company is currently developing a BWA system for integrated,                C oA         9 25 2 2
      two—way digital communications that can offer high—speed data,
      Internet access, advanced telephony services, and video.

      The technical specifications of the operation are listed below, in
      accordance with Section 5.56. A FCC Remittance Advice form and a
      fee payment of $45 are attached.

     An STA is requested to allow equipment testing and demonstration in
     the 24 GHz DEMS band. Ensemble will file an application for an
     Experimental License in the DEMS band between 24,250 MHz and
     25,250 MHz if extended testing is required.

          Type of operation

          Propagation testing and link performance measurements of prototype
          equipment.

          Purpose

          Testing and demonstration of prototype DEMS equipment

          Time and date

          February 15, 2000 through August 15, 2000 or the issuance of an
          Experimental License.

          Class and nature of service

       Fixed nodal (hub) and user (remote) stations, experimental

      Location

      Specific locations for the hub and remote stations have not been
      determined at this time.

      Equipment

      Ensemble prototype DEMS band point—to—multipoint transceivers.

      Frequencies

      Authority to operate on DEMS channel numbers 35 to 39 is requested,
      Nodal Station 24,250—24,450 MHz and User Station 25,050—25,250
      MHz. Ensemble‘s transceivers use TDD, Time Division Duplexing.
      For this reason we request authorization to transmit and receive Nodal
      and User station traffic on both sides of the frequency pairs.

      Ensemble will coordinate with the existing licensee to avoid
      interference.

      The frequency stability requirement in section 101.507 will be met.

   10. Power

      The maximum output power of each transmitter will be 30 dBm. The
      maximum EIRP per channel at the nodal or hub site will be 50 dBm.
      The maximum EIRP of the user or remote site unit will be 65 dBm.

          The nodal or hub station will use 60 or 90 degree antennas with a gain
          of approximately 21dBi. The remote or user stations will use a
          parabolic antenna with a nominal beamwidth of approximate 3 degrees
          and a gain of approximately 35 dBi.

   11. Type of emission

          The system operates with multiple carriers where each carrier is 25
          MHz wide. QPSK, 16QAM and 64QAM modulation will be used.




   12. Height of antenna

          Antennas will be mounted on building rooftops attached to existing
      structures. If any new antenna support structures are erected, they will
      not exceed the height of any existing structures on the rooftops.
