Explanation
Please explain in the area below why an STA is necessary:
Honeywell (formerly Elster Solutions) requests Special Temporary Authority in order to accomplish RF development efforts and field testing associated with advanced Smart Grid applications prior to the product having passed FCC certification. The equipment deployed will operate in the 900MHz ISM band (FHSS) and will comply with FCC part 15.247 rules.

Purpose of Operation
Please explain the purpose of operation:  Honeywell (formerly Elster Solutions) requests Special Temporary Authority for Columbus OH in order to accomplish RF development efforts associated with advanced Smart Grid applications. The equipment deployed will operate in the 900MHz ISM band (FHSS) and will comply with FCC part 15.247 rules. In addition, the device incorporates an FCC approved cellular modem (XMR2020BG95M2) that will operate on Verizon’s cellular network using a separate antenna than the 900MHz ISM antenna. The device firmware prevents simultaneous operation of the 900MHz ISM radio and cellular modem to avoid co-located radio issues. The system installation will be accomplished for gas meter reading. The 900MHz ISM band radio in the gas meter will be used for meter activation, meter configuration and short range walk-by meter reading, it is not intended to be part of a mesh radio network. The Special Temporary Authority will be used to revise installed product firmware using over the air (OTA) protocols to optimize network performance and functional operation. A new product will be installed for advanced Smart Grid functionality prior to the product having passed FCC certification. The product tested per this STA is designed to be compliant with part 15.247 rules. The cellular module in this products has already received FCC certification.
