Explanation
Please explain in the area below why an STA is necessary:
EchoStar requests authority to continue testing WiMax equipment that was authorized in File Number 0700-EX-ST-2005 (Call Sign WC9XDY) for an additional six months. EchoStar is requesting authority to conduct tests in frequencies allocated to the government because the new AirSpan equipment EchoStar is seeking to test is made by a foreign manufacturer and operates in frequencies that are allocated to WiMax operations in other parts of the world. For the purpose of testing the AirSpan product, it was not feasible to have the manufacturer change the operating frequencies to U.S. commercial WiMax frequencies. EchoStar proposes to use the same 3.5 MHz frequency pair authorized for Call Sign WC9XDY to test the AirSpan WiMax equipment. If the test is successful and EchoStar decides to order the equipment, the order will be contingent on the equipment being modified to work in an appropriate band for commercial WiMax service in the United States.

Purpose of Operation
Please explain the purpose of operation:  Testing wireless system. The purpose of the operation is to test the functionality of the wireless system. EchoStar would install the base unit at its Atlanta facility and would install no more than ten remote systems at various locations within ten miles of its Atlanta facility.
