The response team will coordinate the emergency operations and will require instant and reliable communications. The portable INMARSAT terminal will be used for voice and data communications from remote areas where no other adequate means of communications are available at temporary locations within the Continental United States, Puerto Rico and the U.S. Virgin Islands during the early coordination of an emergency situation.
