      Re:    Your request for Special Temporary Authorities to provide satellite
             communications services via the INMARSAT satellite system between
             the land earth stations at Southbury, Connecticut (Call Sign WA—28)
             and Santa Paula, California (Call Sign KA—31), and three INMARSAT—~A,
             fifteen INMARSAT—B and eleven INMARSAT—M land—based ship earth
             stations from temporary—fixed locations in the United States.

Dear Mr. Kilminster:

This is in response to your letters of May 22 (SRD—O088), May 23 (SRD—0089%9) and
May 26 (SRD—0090), 1995, requesting Special Temporary Authorities for the COMSAT
Corporation, through its COMSAT Mobile Communications division, to provide
satellite communications services via the INMARSAT satellite system between the
land earth stations at Southbury, Connecticut (Call Sign WA—28) and Santa Paula,
California (Call Sign KA—31), and three INMARSAT—A, fifteen INMARSAT—B and eleven
INMARSAT—M land—based ship earth stations from temporary—fixed locations in the
United States.

Comsat has identified the following entities to be served by a grant of the
authority requested herein: COMSAT Mobile Communications (CMC) intends to use two
INMARSAT—A terminals for test and demonstration purposes; Scientific—Atlanta,
Inc. (SAI) intends to use ten INMARSAT—M terminals to test and demonstrate the
communications capabilities of      INMARSAT—M technology to    its prospective
customers; Homestead Police Department, Florida (HPD) intends to use its
INMARSAT—A   —terminal ; for emergency communications   when normal    —means
communications are disrupted by an emergency or a natural disaster;

communications from remole   locations where no alternative means of communications
exists;   and Able Communications Co.,   Inc.    (ACCI)   intends to use its    INMARSAT—M
terminal for demonstration purposes.  Comsat also states that it will apply its
reqular maritime service charge to the proposed services in accordance with its
F.C.C. Tariff Number 102.

Under these circumstances, we find that a grant of these Special Temporary
Authorities would serve the public interest,         convenience and necessity.
Accordingly, Special Temporary Authorities SRD—0088, SRD—0089 and SRD—0090 are
hereby granted effective June 2, 1995, until further order of the Commission, but
not beyond October 20, 1995, for Comsat to provide satellite communications
services via the INMARSAT satellite system between the land earth stations at
Ssouthbury, Comnnecticut (Call Sign WA—28) and Santa Paula, California (Call Sign
KA—31), and three INMARSAT—A, fifteen INMARSAT—B and eleven INMARSAT—M land—based
ship earth stations from temporary—fixed locations in the United States to be
used by CMC, SAI, HPD, Exxon and ACCI as stated above.
