                Experimental use of the System

E—Systems has developed a family of INMARSAT
Aeronautical Earth Station (AES) radios to address satellite
communications (SATCOM) applications. E—Systems is
presently taking part in world—wide test of these radios and
their capabilities of addressing various applications for
commercial and governmental applications. E—Systems will
in the future develop enhancements to these radios to meet
the requirements of these additional applications. This
experimental radio, to be located in (Avionics, i.e. radio) and
on (the antenna is mounted on the roof) building 110 of
E—Systems, located 5.5 meters high adjacent to the 33.5
meter tower with call sign WNBL 924, will allow E—Systems
to support these world—wide tests and to test the
enhancements that will be required.   This radio will also
allow E—Systems to demonstrate to governmental and other
interested parties the performance, limitations and
characteristics of this equipment when used within the
INMARSAT Aeronautical SATCOM system. E—Systems needs
this experimental radio authorization to perform these
tasks and meet these objectives. Some of the expected
communications enhancements include facsimile, data and
voice communications. Some of the applications presently
being addressed are cockpit and cabin voice, data and
facsimile communications; automatic dependent
surveillance (ADS) for air traffic control, and aircraft
command and reporting communications (ACARS). The
basic purpose of these types of radios are to provide
airborne world—wide telecommunication services in a cost—
effective manner. The tasks that will use this experimental
radio are planned for completion during 1994 and 1995.

The applicant certifies that, in the case of an individual applicant, he
or she is not subject to a denial of federal benefits pursuant to Section
5301 of the Anti—Drug Abuse Act of 1988, 21 U.S.C. 853a, or, in the case
of a non—individual applicant (e.g., corporation, partnership or other
unincorporated association), no party to the applications is subject to a
denial of federal benefits pursuant to that section. (For the definition
