Explanation
Please explain in the area below why an STA is necessary:
An STA is desired to conduct in-situ electrical properties measurements of the snowpack at a test site maintained by the University of North Dakota near Grand Forks, North Dakota. The experiment seeks to determine the electrical properties of the snowpack in the frequency band between 1.00 and 1.76 GHz by broadcasting a short duration (< 1 s) frequency-hopping signal, from a transmitter buried within the snowpack and above the snowpack as well as the dedicated data center (DDC) which has 1.27 GHz) signal. The STA is sought to allow broadcast of the experiment RF signal through the snowpack to a central antenna measurement location at the test site. The duration of the experiment is intended for Nov. 15 2007 to May 15, 2008.

Purpose of Operation
Please explain the purpose of operation:  During operation, the buried and mounted antennas of the transmitter will periodically (4-6 times per day) broadcast the frequency-hopping signal in the frequency band between 1.00-1.76 GHz, for a duration of less than 1 second. The individual frequencies in the experimental signal can be chosen arbitrarily to accomodate licensing requirements. The total transmit power of the antenna will be less than 2 W. The transmitter will have a directional antenna (directivity of approximately 4 dBi) that broadcasts to a single point at the test site. A total of five different transmitters each of which has two antenna systems in the frequency band will be placed at the test site.
