Please explain in the area below why an STA is necessary:
Department 13 is submitting its Counter UAS (unmanned aerial system) system, called MESMER, to Apollyon, a test and evaluation event sponsored by the US Gov to evaluate CUAS systems. Apollyon will be held at Eglin AFB, which has requested frequency information about the systems participating in this event and requires an FCC ID. MESMER is not marketed or sold in the USA; therefore, it is not FCC certified and does not have an FCC ID. Department 13 is requesting a STA from the FCC in order to participate in this event.

Please explain the purpose of operation:
Operations will be conducted within the Apollyon test and evaluation event. Apollyon is a government organized event where Counter UAS (unmanned aerial systems) technologies are vetted. MESMER is an RF based, active C-UAS technology that uses protocol manipulation to neutralize UAS.
