The NICTA (PNG) S-band filing was brought into use on 1 September 2013.

Assuming that the 1997-2000 MHz is the uplink frequency;
2) What is the downlink frequency being use for these tests?
The downlink is 2175 – 2175.6 MHz

3) Is there a current FCC license to downlink from the satellite to the earth station in the U.S.? Yes
