                        DESCRIPTION OF RESEARCH PROJECT AND
                           REQUEST FOR LICENSE RENEWAL

Datron World Communications, Inc. (“Datron”) hereby submits the attached application to
renew the experimental authorization for station WF2XRU1/ to permit Datron to continue to test
equipment that it manufactures for a variety of customers charged with protecting the homeland
security of the United States. These customers include the Federal Bureau of Investigation
(“FBI”), the National Guard, and the United States Army, as well as several other critical
Federal, state and local government entities. Datron has used this authorization to test equipment
and will continue to do so. There is no change at this time to any of the parameters of Datron’s
current operations.

Established in California more than 30 years ago, Datron World Communications, Inc. is a key
global supplier of HF/VHF tactical communications equipment and APCO Project-25 subscriber
radios for the public safety arena. Datron continues to develop its Guardian II Series of portable
and mobile radios for use in the public safety sector. The radios are also expected to be
compliant with applicable APCO Project-25 standards. Datron seeks authority to continue to test
these radios in and around Datron’s facilities in Vista, California in advance of seeking
equipment approval for models not yet introduced. Because of the critical nature of the public
safety communications that these units will support, extensive testing is necessary.

Datron recognizes that its authorization was issued on a secondary basis only and that it must not
cause harmful interference to licensed users. The units that Datron proposes to test are
comparatively low power and unlikely to cause interference to others. In addition, Datron’s use
of the frequencies is episodic in nature – rarely lasting for more than several days at a time
(albeit over a period of two years). Nevertheless, in an abundance of caution, Datron will
continue to monitor the use of the bands for which it seeks authorization prior to testing.

Based on the foregoing, Datron requests that the FCC processes the application promptly so that
it may continue to test equipment for its critical clients. If there are any questions related to this
