Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Expedited authorization is needed to perform tests under a government contract (W31P4Q-19-C-0006) related to the immediate testing of a mobile slow low Counter UAS integrated defense system (MLIDS) by the U.S. Army, for a period of approximately 4-6 months. One of the MLIDS vehicles under development has a Coyote missile launcher, and to conduct vehicle acceptance testing on the vehicle it is necessary to operate the Coyote Wave Relay radio, on the frequencies requested herein. The Army wishes to begin testing as soon as possible in April; since the period of the requested authorization will not exceed 6 months, and the Armys timeline is urgent, the applicant respectfully submits that an immediate grant of the requested STA is necessary and will serve the public interest.
