Re: Request for Expedited Processing and Grant for Very Limited 7 day STA from
April 21, 2012 through and Including April 27, 2012 at Inyokern Airport, CA

             DRS Sustainment Systems, Inc.

    Application For Special Temporary Authority
           File No. 0279—EX—ST—2012

    Dear Sirs:

On behalf of DRS Sustainment Systems, Inc. ("DRS SSI"), this letter is to request expedited
processing of the above—referenced application ("STA Request") wherein DRS SSI requests that
the Commission grant special temporary authority ("STA") to permit DRS SSI to operate the
facilities specified in the STA Request for a very limited seven day period, from April 21
through and including April 27, 2012, at Inyokern Airport, CA.

In support of this Request, the following is shown:

    — Demonstration is at the Request of the United States Army

As explained at Exhibit 1, the testing conducted by DRS SSI is a critical part of the
manufacture and delivery of military systems provided to the Armed Forces in support of
Homeland Security as well as war efforts. Specifically, this experiment will involve the
demonstration of DRS SST‘s ATS—100 device for the US Army, at the request of the Army.
This experiment will specifically demonstrate the ATS—100‘s ability to stimulate 160°
Special Ops rotary winged aircraft. The Army POC for this demonstration is:
Jason Grimes — Aircraft Survivability Equipment Specialist:
                    Bldg 7280—3
                    Night Stalker Way
                    Ft. Campbell, KY 42223
                    (270) 798—5697

1050 Connecticut Avenue, NW 1675 Broadway 556 West Fifth Street, 48th Floor

                                                                           April 5, 2012
                                                                           Page 2

This particular experiment will involve ground—based mobile transmissions to support the
development and testing of DRS SSI‘s ATS—100 device, a hand—held instrument used to test
the Radar Warning Receivers (RWRs) of military aircraft, fixed and rotating wing. In
appearance and mode of operation the ATS—100 resembles a radar ‘speed gun‘ as used by the
police. An RWR detects radar signals from hostile ground or airborne sources and alerts the
pilot that his plane is potentially exposed to the enemy. Transmissions under the requested
STA will involve pointing the ATS—100 device at an aircraft on the ground with a series of
simulated radar transmissions to ensure that the correct warning is triggered in the cockpit.

— Request for Expedited Processing

DRS SSI is well aware that requests to expedite processing and grant of experimental
applications such as this STA Request place additional requirements on the Commission‘s
already strained resources. For that reason, DRS SSI submits expedite requests only in
appropriate circumstances and where no other alternative exists. In this case, DRS SSI
received the request to conduct this demonstration only three days ago, and has acted as
quickly as possible to prepare and submit this request for Commission authority.

Expedited processing should be aided due to the fact that the requested period of operation is
very limited — namely only seven days from April 21, 2012 through and including April 27,
2012.‘ In addition, processing should be aided due to the fact that this STA is requested for
the same facilities that were recently authorized under File No. 0009—EX—ST—2012, but at a
new location (Inyokern Airport), to allow DRS SSI to conduct this very limited
demonstration. DRS SSI requests grant of this very limited seven day STA with the same
terms and conditions imposed for the prior grant under File No. 0009—EX—ST—2012.

For the reasons set forth above, DRS SSI respectfully requests that the Commuission approve
expedited review and grant of the STA Request to permit operation from April 21, 2012 through
and including April 27, 2012.

‘ The demonstration itself is planned to commence April 23, 2012, but grant is requested as of
April 21, 2012 to permit pre—demonstration testing and set—up to ensure a successful
demonstration for the US Army.

                                                                           April 5, 2012
                                                                           Page 3

Should any questions arise with respect to the instant STA Request, please do not hesitate to

Sincerely,

Jeffrey E. Rummel ééy
