Exhibit 2 WF2XFE EXPLANATION OF AMENDMENT TO PENDING MODIFICATION APPLICATION File No. 0191—EX—ML—2013 By this amendment to pending File No. 0191—EX—ML—2013, the following additional modifications are sought to the WF2XFE license: 1. Addition of a new band —2110—2170 MHz — to each of the Fixed locations on the license. 2. Addition of the following emission designators ("New Designators) to all of the locations and frequencies on the license: 1M25F7W, 1 M40F7ZW, 3MS50F7ZW, 4M20F7ZW, SMOOF7ZW, 10MOF7ZW, 1 5MOF7ZW, 20MOFZW In connection with the addition of these New Designators, the licensee notes as follows: A. Pursuant to 47 CFR 5.77(a)—(b), the licensee understands that it may proceed at this time with operation of the facilities utilizing these New Designators because the following is true: — The operating frequency will not more than the allowed tolerance; — Emissions will not occur outside the currently authorized bands; and — The ERP complies with the license and the regulations governing the same Although the licensee is proceeding with operation using these New Designators, pursuant to Section 5.77(b) the licensee is filing this application to permanently modify the license to reflect such usage. B. Operation under the license utilizing the New Designators will occur at power levels significantly lower than those authorized on the license, as reflected below: Operation of New Designators at Fixed (FX) Locations (935—960 MHz, 1805—1880 MHz, 2110—2170 MHz): — Operation will not exceed 3W ERP Operation of New Designators at Mobile (MO) Locations (890—915 MHz, 1710—1785 MHz): — Operation will not exceed .250W C. Operation under the license utilizing the New Designators will occur only when the tip of the antenna will be 6m or less above ground level.
