File No. 0048-EX-PL-2013
Ref. No.: 19946

Mr. Serafini:

In reply to your inquiry dated April 18, 2013, this is to confirm the following:

Government Contract:

The requested experimental license is not intended at this time to support a government contract. The
applicant did not specify support for a government contract in the application. Having said this, if the
absence of a government contract creates a risk that certain of the requested frequencies will not be
granted, it is respectfully requested that the Commission advise the applicant of the issue prior to taking
any adverse action and the applicant will work with the Commission and NTIA to resolve any concerns.

Stop Buzzers:

As specified in the application, the stop buzzers for this experiment are as follows:

Gaithersburg MD Operations: Song Phommachanh – 240-644-3867

Cary, NC Operations: Clark Pope – 919-815-7345

Frequency Requirements within 314-316 MHz:

For the 314-316 MHz band requested with 100KD2E and 100KF3E emissions:

The applicant’s minimum requirement is a single center-tuned frequency, modulated with QAM or
FM, with signal bandwidth of 100KHz. This 100 KHz signal bandwidth has to be contiguous with max/min
frequency of +/-50 KHz to the center-tuned frequency. For example: for a center-tuned frequency of
314.600 MHz, modulated with QAM or FM that occupies 100 KHz signal bandwidth, the transmitted
signal would occupy RF spectrum between 314.550-314.650 MHz.

The applicant can accept a grant of such single center-tuned frequency, modulated with QAM or FM, with
signal bandwidth of 100KHz within 314.525–315.750 MHz .

For the 314-316 MHz band requested with NON emissions:

The applicant’s requirement is being able to transmit one non-modulated signal at any frequency
between 314-316 MHz. The system will transmit only one frequency per test duration.

Respectfully submitted,

Jeff Rummel
Attorney for DRS Signal Solutions, Inc.
