         Pursuant to Section 5.3(i) of the Commission’s rules, DOCOMO PACIFIC, Inc.
(“Applicant” or “DOCOMO”) requests an Experimental Special Temporary
Authorization for six (6) months to engage in technical demonstrations of two RF
Repeaters. 47 C.F.R. §§ 5.3(d).

        Applicant seeks an experimental license in order to test certain RF Repeaters that
will allow DOCOMO to improve cellular coverage within its licensed service area.1 The
RF Repeaters will operate on cellular frequencies licensed to DOCOMO under call sign
KNKN828. DOCOMO intends on testing the RF Repeaters at three fixed locations that
are within the Applicant’s licensed cellular service area (CMA732 – Guam), and any
such transmissions will be well within a 50 mile radius of the RF Repeaters’ location.
The testing will not interfere with any adjacent cellular licensee’s operations within the
proposed testing area. If interference does occur, Applicant will cease operations
immediately.

                                 Proposed Experimentation

         The primary purpose for the Applicant’s testing is to the effectiveness of the RF
Repeaters in approving cellular coverage which will benefit Applicant’s subscribers. By
permitting Applicant to achieve this objective, it will enhance the Commission’s goal of
promoting the most efficient use of spectrum. In addition, the proposed experimentation
will result in improved wireless service in rural areas.

                               Objectives to be Accomplished

        An Experimental License will allow the Applicant to accomplish the following
objectives:

                   .Demonstrate improvement of the quality of cellular service.

                      Contribution to the Expansion of the Radio Art

        As the Commission has acknowledged, the experimental license program
provides a means by which new technologies and concepts can be developed and
evaluated. It also provides for limited market studies and technical demonstrations, as
well as other research and study activities. In this instance, Applicant will ultimately be
providing a service that will benefit the public.

         The RF Repeater is currently not FCC type-accepted but the equipment manufacturer is
in the process of obtaining Part 15 certification.
