The State of California has invited Courtney Aviation Inc. to demonstrate their aerial radio network platform in congested and contested environments for integration into a pilot program that supports fire suppression management staff in Southern California. Due to the extreme frequency congestion within the Southern California Area, Courtney Aviation Inc. requests the use of these channels.

Purpose of Operation
Please explain the purpose of operation:  STA for the 2.3GHz band would serve the public interest by enabling Courtney Aviation Inc. to demonstrate the reliability of the aerial network for transmitting and receiving data remotely.
