This refers to application, File No. 1288-EX-ST-2015, for an experimental authorization.

You are advised that the Commission is unable to grant your application for the facilities requested. We
are not able to approve your request due to concerns regarding the overall risk and uncertainties
associated with your experiment. There are concerns about the trackability and operational impacts of
these satellites (sprites), and of this type of satellite in general.

We acknowledge the work done by Cornell with NASA to mitigate potential impacts on NASA operations
however there are other potentially affected operators. We believe there are still risks with international
operators that exist and cannot be addressed in the limited timeframe remaining.

We cannot conclude that any public interest of your experiment outweighs the risk of going forward with
this experiment.
