To the FCC,

In reference to your instruction:

Please provide us a narrative statement to explain the reason that you want to do experiment in 36
months.

The NSF grant under which radar experiments are to be performed will terminate in just under 36 months.
We will indeed require the full interval to complete the proposed research objectives. In view of the more
typical 2-year FCC license term, however, we would be happy to receive a 24 month license and apply
for renewal at the appropriate time to permit the conclusion of the research.

(It is worth noting that our experiments will be conducted in conjunction with operations at the Arecibo
Radio Telescope. Arecibo time is closely rationed, and we will not receive more than a few days a year
for joint experiments. Three years are therefore much more useful than two. Again, we will be happy with
two and apply for renewal at the appropriate time.)
