Please explain in the area below why an STA is necessary:
Due to specific terrian limitations we wish to evaluate the use of TV White Space to deliver Broadband and Voice services to rural subscribers. We will work with TVWS database administrators for channel selection.

Purpose of Operation
Please explain the purpose of operation:  Determine if TV White Space provides the best Data and Voice options for unserved and underserved subscribers in a very rural enviornment.
