       Responses to the 10 Points in the NTIA Requirements

1. Only one device will be used at the testing facility for which
   authorization is requested.
2. The application is for transmit station, as required, and it will be used
   as an “Experimental RNSS Test Device for the purpose of testing
   GPS receivers that are an integral component of the Target under
   test.”
3. This will be done by the NTIA after the approval of the application.
4. FCC/NTIA can approve the assignment for two years, as opposed to
   the three years requested.
5. The operation will be in a fixed location at our testing facility in
   Sacramento.
6. The area is under CEi’s control.
7. The maximum EIRP at a distance of 100 ft is less than -140 dBm/24
   MHz. Please see the calculations below:

8. There are no known GPS users in close proximity of the testing
    facility.
9. As required, the use will be limited to testing the equipment on the
    Target.
