                                             July 2016

       NextNav LLC (“NextNav”), formerly known as Commlabs, Inc., hereby seeks renewal of
its experimental license for an additional 24 months. Renewal of the license will permit
NextNav to continue experimentation to improve the performance of its Multilateration Location
and Monitoring Service (“M-LMS”).

Background

       NextNav, under its previous name, Commlabs, Inc., was granted experimental authority
to operate a network of M-LMS transmitters in Santa Clara, San Mateo, Alameda, Marin, and
San Francisco Counties to conduct experimental testing of its M-LMS wireless location
technology. 1 NextNav has periodically sought modification and renewal of its experimental
authorization to facilitate testing and development over wider geographic areas, spectrum
bandwidths, and emissions designators. 2 NextNav seeks to continue this testing, which has
continued for a number of years without resulting in harmful interference to other users of the
relevant spectrum band.

Renewal and Public Interest Statement

        Based on the success of its experimental operations to date, NextNav seeks to continue its
testing and development operations. The flexibility permitted by NextNav’s experimental
authorization has already contributed to the development of its “Rev-2” indoor location
technology, a significant upgrade to the capabilities of NextNav’s first generation M-LMS
technology.3 Further experimental operations will continue to refine these techniques as well as
exploring approaches to further enhance spectrum sharing with Part 15 devices operating in the
same spectrum.
