Government Project: Tagging, Tracking and Locating (TTL) System
Contract: H92222-14-C-0025
Agency: HQ USSOCOM SORDAC-K, 7701 TAMPA POINT BLVD MACDILL AFB FL

Cobham TTL System Research and Development Program
This contract is a 12 month advanced research and development contract with an option to
perform additional demonstration and engineering support at the end of completion. The
contracting and funding agency is HQ USSOCOM SORDAC-K and the end user of the
prototype TTL system will be as designated by HQ USSOCOM SORDAC-K.

Cobham has developed a very low probability of intercept/detection (LPI/D) signaling device
that can be uses various localization techniques both with and without GPS. The Cobham TTL
System uses radio frequency (RF) tag signals to provide the inputs necessary for TTL operations
at the receiver(s). The Cobham TTL tag only transmits its signal when activated by the person
carrying or emplacing it. The signal is a spread spectrum signal that is coded and transmitted as a
pulse once per second, with very low duty cycle. Multiple ground receivers, a single mobile
ground receiver or a combination of ground and airborne receivers provide the identity and
location of the tag that has been activated. The contract noted above specifies three (3) systems
to each include 10 tags, 1 receiver and other peripheral equipment to test and utilize the system
both mounted and dismounted. The quantities required by the contract were to permit sufficient
assets to perform limited user testing and CONOPS development by the USSOCOM.
