                                                                                    Exhibit 1
                                   Public Interest Statement

By the instant application (“Application”), Cobham Advanced Electronic Solutions Inc.
(“Cobham”) requests that the Commission grant a 2 year conventional experimental license to
permit the operation of the facilities specified herein.

       1. Purpose of Operation

The requested operations are to support radiating testing requirements set forth under the
following government contract:

       Contract Number: N00173-14-D-2007
       Agency Customer: Naval Research Laboratory
Contract POC: Julian Kusel, Code 5720, (202) 404-3699
                              Julian.kusel@nrl.navy.mil

The experimental test, a continuation of the tests originally authorized under STA
pursuant to call sign WJ9XAN, is to confirm proper alignment of multiple antennas mounted to
an “antenna farm” assembly. The antenna farm elements will be the receive antenna in this test.
The test is to be performed prior to final delivery of the units to NRL and the Navy. While
originally it was expected that completion of deployment of the antenna equipment would be in
in late 2015, Cobham now expects the customer to order additional units, thus requiring the
additional authority sought in this Application. Cobham seeks a 2 year license with the same
parameters and Special Conditions as those specified on the STA under call sign WJ9XAN.

Specific use and application of this equipment is not available for disclosure.

A waiver of the Station ID requirements of 47 CFR §5.115(a) is respectfully requested.

       2. Transmitting Equipment

                                                                       Experimental
