Dear Mr. Knapp:

Cisco Systems, Inc. respectfully seeks STA from the Federal Communications Commission (FCC) to
operate in the 700 MHz band Public Safety spectrum to demonstrate Long Term Evolution (LTE)
equipment at the APCO show. Specifically, we request use of the 758-768 MHz downlink and 788-798
MHz uplink (Band class 14), currently nationally licensed to the First Responder Network Authority
(FirstNet).

Purpose:
If granted, the experimental license will be used to demonstrate wireless technologies related to the
public safety community at public safety trade shows and events such as the upcoming APCO trade
show in Washington DC, the IWCE show in Las Vegas, regional APCO shows and public safety events like
the Urban Shield exercises in Alameda County and Baltimore.

The STA will serve the public interest by allowing attendees the ability to receive hands on
demonstrations of LTE Band 14 technology and experience the latest innovations that FirstNet may
enable for their public safety networks in the immediate future.

Limited Use of Equipment Exclusively for Demonstration Purposes:
This demonstration system will not be used in mission-critical operations or in the delivery of live
transmissions in the duties to protect life, property or safety. The equipment shall include one
temporary LTE base station and two omnidirectional antennas and up to four subscriber units. The
equipment shall be operating from the Cisco Systems display space for demonstration purposes only.
Typical operations shall occur during normal business hours and a typical demonstration shall last no
more than four days.

Absence of Interference Concerns:
Cisco Systems, Inc. understand that FirstNet is the licensed primary user of this spectrum allocation and
that, by granting this request for STA, the Commission is only permitting shared use of the spectrum for
short term demonstrations and that those demonstrations may not interfere with the primary spectrum
user (Firstnet). Information from the FCC’s ULS database shall be analyzed before each deployment and
a determination made that proposed operation will not interfere with or create a significant potential


for interference with any public safety operations in the 700 MHz band. Demonstrations shall be
conducted with the system tuned to emit the minimum power required for effective communications
and limited to 250mW.

Cisco Systems Equipment Engineers:
Cisco Systems, Inc. shall maintain a contact list of the system engineers in the event of any unforeseen
interference issues. The current list includes:

For the foregoing reasons and with the above stipulations in mind, Cisco Systems, Inc. respectfully
requests that the Commission grant the requested Experimental license for the purpose of
demonstrating LTE Band 14 equipment and the capability it can bring to FirstNet.
