Dear Mr. Knapp:

Cisco Systems respectfully seeks Experimental Special Temporary Authority (“STA”) from the National
Telecommunications and Information Administration to operate in the 700 MHz band public safety
spectrum, using the 758-768 MHz for downlink and 788-798 MHz for uplink, to demonstrate Long Term
Evolution (“LTE”) equipment at the 2013 APCO Conference in Anaheim, CA.

Cisco Systems requests authority to operate over the 758-768/788-798 MHz band, which is currently
licensed on a nationwide basis to the First Responder Network Authority (“FirstNet”).

Purpose:
If granted, the experimental license will be used to demonstrate wireless technologies related to the
public safety community on the exhibit floor of the Anaheim Convention Center. Operation will only be
conducted indoors during the conference business hours and will be confined to the limits of the Cisco
Systems booth.

The Experimental STA will serve the public interest by providing APCO attendees with an opportunity to
test and receive an introductory knowledge of the potential benefits and capabilities of a Band 14 LTE
public safety network.

Limited Use of Equipment Exclusively for Demonstration Purposes:
This demonstration by Cisco Systems will not be used in mission-critical operations or in the delivery of
live transmissions in duties to protect life, property, or safety. The equipment will include one temporary
LTE base station (NEC) and two omnidirectional antennas along-with two subscriber units (Elektrobit), all
operating within the Cisco Systems booth for demonstration purposes only. Operation will occur between
August 16 and 21, 2013 which will allow time for setup and testing, demonstrations and teardown.

STA Disclaimer:
Cisco understands that this STA will be granted for no more than the duration of the APCO conference
and will not attempt to renew this STA. If additional demonstration time is desired, a new STA request will
be submitted.

Absence of Interference Concerns:
Information from the FCC’s ULS databases has been analyzed and it is determined that the proposed
operation would not interfere or create a significant potential for interference with any public safety
operations in the 700 MHz band. There were no active public safety licenses granted in the Anaheim area
on frequencies that are co-channel to those proposed in this request in which we propose to operate on.


Cisco understands that the requested experimental authority only permits shared use of radio frequencies
and it may have to coordinate with other conference attendees using radio frequencies. It is possible that
FirstNet may issue similar concurrences to other applicants attending the conference. Cisco understands
that other APCO exhibitors may be operating on the same spectrum within the Anaheim Convention
Center. Cisco will address any interference concerns directly with those exhibitors.

For the foregoing reasons, Cisco Systems respectfully requests that the Commission grant the requested
Experimental STA for the purpose of demonstrating LTE equipment at the APCO Conference.
