Explanation
Please explain in the area below why an STA is necessary:
Cirrus is working with Garmin International to certify an emergency system for use in case of pilot incapacitation. This system, when activated, makes periodic broadcast on 121.5 MHz to alert Air Traffic Control of the nature of the emergency. That message is broadcast repetitively every 30 seconds until landing; depending o the distance from the airfield this may last for 15 minutes or longer. Under the strictest interpretation of 47 CFR 87 and Enforcement Advisory DA-17-1747, broadcast on 121.5 in a non-emergency situation (such as this test) is not permitted. After initial consult with FCC Enforcement division, Cirrus has been notified that Part 5 of FCC rules permit testing and development of equipment and systems under FCC Experimental Licensing.

Purpose of Operation
Please explain the purpose of operation:  FAA requires in-flight demonstration of this emergency system, including execution of the automated emergency broadcast, for certification. Intentions are a one-time demonstration of the system to the FAA during a certification test expected between 01 Oct 2019 and 01 Apr 2020; broadcast will be via certified Garmin International radio transceivers installed on a type certified Cirrus SF50 aircraft.
