             PROGRAM OF RESEARCH AND EXPERIMENTATION

         Cellco Partnership d/b/a Verizon Wireless (“Verizon Wireless”) plans to co-
develop different health care-related use cases and devices with a corporate partner.
While Verizon Wireless holds 28 GHz spectrum elsewhere in the country, and has been
working with manufacturers to develop equipment in this band, it does not hold a license
for this spectrum in the Bentonville, AR area where the partner would like to test the
technology. Verizon Wireless hereby seeks an experimental license to test the new
products outside of its licensed footprint. Testing will occur solely indoors, and all
transmissions will be confined within the facility at the coordinates provided in the
application, so testing will not interfere with any operations of the incumbent licensee in
the test area.

        The fixed base stations and mobile terminals will employ directional,
beamforming antennas pointing north and south and will have a maximum antenna
elevation of 0 degrees or below from the horizon. The base station antenna has a half-
power beam width of approximately 10º both vertical and horizontal. Additional
technical parameters are specified in the accompanying Form 442.
