                                         Exhibit 1

            Cellco Partnership d/b/a Verizon Wireless (“Verizon Wireless” or
“applicant”) hereby requests an experimental license for the frequencies indicated in the
foregoing Form 442 to begin operating its Southlake, Texas lab. The lab is a cellular
network test environment that allows network engineers to test equipment that is similar
to equipment that is used in Verizon Wireless's cellular networks. The lab contains
cellular base stations, switches and adjunct hardware that allow cellular calls to be made
within a RF shielded room. The RF environment is completely shielded from external
interference and does not allow RF signals to escape the enclosure. The lab is designed
to enable network personnel to test in a closed environment with no interference to
customers’calls.
            The primary objective of tests performed in the lab is to further the applicant's
knowledge of network outages and to improve its ability to design cellular networks that
reduce the risk of customer-impacting outages. The lab will be used primarily to write
and qualify procedures and to test new equipment and software upgrades. The cellular
base stations use the standard RF technologies and modulation techniques that are already
used in the applicant's networks.
