Explanation
Please explain in the area below why an STA is necessary:
The State of Georgia Department of Corrections has an urgent need to test the effectiveness of a Managed Access System (MAS) in a pilot program to be deployed and tested by CellBlox, Inc. The STA is necessary to permit pilot operations and evaluation prior to establishing long term spectrum subleases with carriers. The STA will provide for the evaluation and testing of the CellBlox MAS.

Purpose of Operation
Please explain the purpose of operation:  Managed Access System testing The purpose of the operation is to test the ability for the CellBlox managed access system (MAS) to effectively detect and defeat the presence and use of contraband cellphones within the Macon State Prison Facility.
