Explanation
Please explain in the area below why an STA is necessary:
Conduct Production Pilot Installation at Telfair State Prision to combat the public safety risks of contraband cellphone use by inmates in US correctional facilities. An STA is necessary because of the urgent nature of the problem and to demonstrate the viability and efficacy of managed access systems (MAS).

Purpose of Operation
Please explain the purpose of operation:  The purpose of the operation is to demonstrate and the ability of Managed Access Systems (MAS) to successfully counter the threat posed by the use of contraband cellphones by inmates in Georgia state prisons. At the conclusion of the STA period it is expected that long term spectrum leases with commercial carriers will be put in place. Operation under the STA permits the reduction and prevention of contraband cellphone use and the negotiation and establishment of long term spectrum leases.
