Response to Item 7 Questions The United States Army and Navy hold regular, quarterly radio experiments and exercises known as the Naval Post-Graduate Schools Joint Interagency Field Experimentation (“JIFX”). These events are generally held at Camp Roberts, Highway 101, Camp Roberts, CA 93451-5000. Applicant, Carnegie Mellon University (“CMU”) is a regular participant in JFIX. More information about JFIX is a available at http://my.nps.edu/web/fx/what-is-jifx- The next scheduled JFIX session is JFIX 17-1, to be held November 7-11, 2016. JIFX enables a diverse group of academics, government labs, private industry, end users, and others to come together to develop and refine new technologies in a field environment. The results advance both the science of radio engineering and national defense. At times, emergency first responders also participate. Due to the sponsorship of the Army and Navy and the relationship of JFIX to military effectiveness and national defense, the exact nature of the experiments and exercises are generally treated as confidential and not disclosed beyond the sponsors and, as appropriate, the participants. As permitted by the Army and Navy, CMU would disclose information to the Commission on a confidential basis. This information would include: a) The complete program of research and experimentation proposed including description of equipment and theory of operation; b) The specific objectives sought to be accomplished and c) How the program of experimentation has a reasonable promise of contribution to the development, extension, expansion or utilization of the radio art, or is along line not already investigated. As shown in the Application, CMU intends to use both LTE and Wi-Fi equipment. The Wi-Fi equipment is necessary to support various experiments and exercises. Application plans to use commercial Wi-Fi equipment with after-market antennas. Participants, including CMU, engage in all on-site frequency coordination as directed by the Army and/or Navy. CMU was previously granted such authority under Special Temporary Authority (“STA”) File No. 0542- EX-ST-2016, WJ9XSX, expiring November 10, 2016. CMU seeks similar authorization through an experimental license in File No. 0076-EX-CN-2016, which is pending. On the advice of staff, CUM is requesting an STA because of administrative issues.
