Exhibit 1 to 0103-EX-PN-2017 – Applicant Eligibility Carnegie Mellon University’s (“CMU”) program of Electrical and Computer Engineering is accredited by the Accreditation Board for Engineering and Technology (“ABET”). www.abet.org The experiments will be conducted in a defined geographic area set forth in CMU’s Form 442 application (0103-EX-CN-2017) under the control of CMU.1 This is the Main CMU Campus in Pittsburgh. The applicant has institutional processes to monitor and effectively manage a wide variety of research projects, as shown by the various experimental radio licenses held by CMU over the years. Similarly, those licenses show CMU demonstrated expertise in radio spectrum management. As noted in Form 442, CMU has applied for a National Science Foundation (“NSF”) Platforms for Advanced Wireless Research (“PAWR”) grant. The NSF describes this program as aiming to support advanced wireless research platforms conceived by the U.S. academic and industrial wireless research community. PAWR will enable experimental exploration of robust new wireless devices, communication techniques, networks, systems, and services that will revolutionize the nation’s wireless ecosystem, thereby enhancing broadband connectivity, leveraging the emerging Internet of Things (IoT), and sustaining US leadership and economic competitiveness for decades to come. The NSF has selected CMU for the next step in the grant application review process – the Site Visit. CMU has been directed by the NSF to apply for two Program Licenses from the Commission prior to the visits. CMU has been informed the NSF has informed the Commission of this requirement in order to facilitate the review and grant of applications. 1 CMU operates and controls experiments using its OPERA wireless testbed, which will be located in and around the city of Pittsburgh surrounding the Carnegie Mellon Campus and in and around the NASA Ames Research Park, in Mountain View, CA under the requirements, controls and conditions of the NSF PAWR program. Application 0104-EX-PN-2017 addresses the latter. CMU understands the NSF has reviewed the nature and extent of these research programs with the Office of Engineering and Technology.
