Purpose and Description of Requested STA
This STA is requested in conjunction with the ongoing work related to development of
the next-generation TV standard currently underway by the Advanced Television
Systems Committee (ATSC 3.0). The facility requested in this STA will be used to test
the various components and modes being proposed for the new standard so as to verify
and better understand the capabilities of the new system and how they could be
integrated and fully utilized by the broadcast industry.
The proposed facility will operate on channel 39 (620-626 MHz) with a directional
antenna and an effective radiated power (ERP) of 50 kW. The antenna to be utilized is
an ERI ETU-2U7-ESC5-39 (see parameters below) and will be side mounted (530 m
AGL - COR) on an existing registered tower (ASR: 1006703) with an overall tower
height of 609.5 m AGL. The installation will not increase the overall height of the tower;
therefore, no new tower studies will be required.
The directional antenna is designed and will be oriented so as to protect all existing
stations. OET-69 studies were performed (results attached) to ascertain if any new
interference will be caused by the proposed facility. Two separate OET-69 studies were
performed, one as a full service DTV proposal and a second as a digital LPTV in order
to show protection to non-full service stations. The results of the studies indicate that no
predicted new interference above the de minimis limit would be caused to any existing
full service, Class A, LPTV or translator stations.
The proposed facility will comply with all regulations related to RF exposure as well as
out-of–band emissions by use of a mask filter that complies with current emission limits.
The applicant will also coordinate all operation with the Society of Broadcast Engineers
(SBE) local frequency coordinator to avoid conflicts with other uses of channel 39 in the
area and will make the required notifications to local medical facilities before
commencing operation.
