NECESSITY OF STA:

Canon is hosting an exhibition (trade show) for our dealers. We would like to setup and perform
demonstrations using cellular phone technology. The cellular phone technology that we intend
to use is known as PHS (personal handy—phone system) in Japan.

PURPOSE AND TYPE OF OPERATION:

Data transmission (speech and character) via PHS for product demonstrations.

TIME AND DATES OF PROPOSED OPERATION:

We are requesting 24 hour operation from 9/5/00 through 9/15/00. Although the actual trade
show demonstrations will take place 9/13/00 through 9/1 5/00 from 9 am to 5 pm, the rest of the
time period will be needed to cover setup, servicing, testing, or unforeseen repair of equipment.
