Response to question 04/09/03.

“Stellar will not be providing or establishing a permanent
or temporary telecommunications service to Canby Telephone
Association Members or Customers. It is also recognized
that the equipment being deployed does not comply with
unlicensed spectrum power restrictions. After the initial
evaluation period it is Canby’s intent to seek licensed PCS
Spectrum through either the FCC Auction Process (if any PCS
licenses are available in the area) or through partitioning
spectrum from a current license holder in order to supply
services to its members and other potential customers.”
