                 Request for Special Temporary Authorization

Dear Sir or Madam:

         Pursuant to Section 5.61 of the Commission‘s rules, 47 C.F.R. § 5.61, CRSI, Inc., ("CRSI")
requests special temporary authorization to operate in the manner described below, beginning on
August 7, 1999 and continuing through February 7, 2000. An affiliate of CRSI currently conducts
design and testing activities on many of the requested frequencies in Illinois, pursuant to authority
granted to COMSAT RSI, Wireless Antennas (Call Sign WA2XNC, File No. 5812—EX—PL—97),
effective September 24, 1997. The Illinois operations will be transferred to the Arcola, VA site
and will be conducted by CRSI. This request for special temporary authority is needed to permit
CRSI to maintain scheduled antenna design and testing activities, which in turn will enable CRSI
to meet customer deadlines with minimal interruptions and delays.

        In accordance with the FCC‘s Fee Schedule (Fee Code EAE), a check for $45.00 is
enclosed. Certification pursuant to 47 C.F.R. § 1.2002 is included herewith.

        CRSI requests special temporary authority to cover operations related to the design,
assembly, and testing of antennas for customers.

                 2)       Why the STA is needed:

                                                    An affiliate of CRSI currently conducts design
                                                    and testing activities on many of the requested
                                                    frequencies in Illinois, pursuant to authority
                                                    granted to COMSAT RSI, Wireless Antennas
                                                    (Call Sign WAZXNC, File No. 5812—EX—PL—97),
                                                   effective September 24, 1997. The Illinois
                                                   operations will be transferred to the Arcola, VA
                                                   site and will be conducted by CRSI. Rapid
                                                   approval of this request for special temporary
                                                   authority is needed to permit CRSI to maintain
                                                   scheduled antenna design and testing activities,
                                                   which in turn will enable CRSI to meet customer
                                                   deadlines with minimal interruptions and delays.

                                                   This STA will permit CRSI to test and design
                                                   antennas.

                      7)    Equipment to be used:       TX: HP 8753C or equivalent for 2KOO0AZN
                                                        emissions (VSWR testing).

                                                        TX: HP 8672A signal generator transmitting
                                                        unmodulated carrier (NON) only.


                      8)    Frequencies desired:

                                                       2KO0OA2N and NON at all frequencies requested.


                  11        Overall height of antenna structure above the ground:

                                                       Testing at the Arcola site employs highly
                                                       directional radiators mounted at 19 meters
                                                       or less above the ground and pointed at the
                                                       horizon.

                  12)       47 C.F.R. § 1.2002 Certification:

                            CRSI, in accordance with Sections 1.2001—1.2003 of the Commission‘s
                            rules, 47 C.F.R. §§ 1.2001—1.2003, hereby certifies that it, its officers and
                            directors, and any party with a five percent or greater interest in this request
                            for special temporary authorization is not subject to a denial of the Federal
                            benefits requested herein pursuant to Section 5301 of the Anti—Drug Abuse
                            Act of 1988. See 21 U.S.C. § 862.
