                   Description of Proposed Research and Experimentation


        Comtech Mobile Datacom Corporation (“CMDC” or the “Company”) requests issuance
of an experimental license for the purpose of testing radio equipment, product development, and
demonstrating it to prospective purchasers. By way of background, the Company held an
experimental license for these purposes (call sign WE2XTA) until mid-2016.1 CMDC foresees
the need for additional testing and demonstrations and is therefore requesting a new license with
the same scope and specifications as previously authorized.

        Specifically, the Company intends to continue developing satellite transceivers for
vehicle tracking and short messaging applications that operate in the L-band frequency range. In
the course of research and development, the Company anticipates that it will be necessary to run
tests over satellites (Inmarsat and Ligado Networks) to confirm acceptable operation of the new
designs. As with our existing transceiver designs, these new designs will have an RF source
based upon a crystal referenced phase locked loop (“PLL”). All testing will be subject to the
limitations described within this application.

        The Company requests authorization to operate at sites throughout CONUS. CMDC will
be conducting testing and demonstrating radio equipment to potential customers at diverse sites
with different environments and different fields of view. CMDC proposes an emission
designator of 200KG7W. This will permit the Company to demonstrate equipment targeting
Inmarsat satellites as well as Ligado Networks satellites. Finally, CMDC requests authorization
for installation of up to a total 75 units of the approved equipment in any combination in a given
experiment. (In order to avoid confusion regarding this request, the transmitting equipment “No.
Of Units” field in this application has been marked at “0.”) This will provide CMDC with
greater strategic flexibility in designing its demonstrations to prospective purchasers.
