Exhibit A Description of Requested Modifications Comtech requests three changes to its existing experimental license (File Number 0081-EX-PL- 2008, Call Sign WE2XTA): First, Comtech requests authorization to operate at sites throughout CONUS. The Company will be demonstrating mobile equipment to potential customers located at diverse sites with different environments and different fields of view. To date, the Company has found that demonstrating the equipment to customers has been difficult because of the geographic limitations of its current license and therefore Comtech finds it necessary to request this modification to expand the geographic scope of its license. If the Commission grants Comtech’s request to operate throughout CONUS, the eight previously approved sites should be removed from the license. Second, Comtech proposes to change the emission designator to 200KG7W. This change will permit Comtech to demonstrate equipment targeting Inmarsat as well as MSV. Finally, Comtech requests modification of its license to permit installation of up to a total 75 units of the approved equipment in any combination. (In order to avoid confusion regarding this request the transmitting equipment “No. Of Units” field in this modification application has been marked at “0.”) Comtech’s current experimental license authorizes installation of up to 20 units each of the three approved transmitting equipment items.
