      Dear Mr. Young:

                     At our meeting on September 29, 1997, in connection with the above—
      referenced matters, you requested additional information regarding the proposed operations
      of COMSAT RSI, Inc. ("CRSI") on 1030—1090 MHz at CRSI‘s Sterling facility. As I
      informed you in a subsequent telephone conversation, this testing will be conducted inside a
      metal building that will offer considerable attenuation of the radiated energy. The enclosed
      is an Attenuation Analysis of the Sterling site submitted to the Commission in March 1996 in
      connection with the addition of 1088 MHz and 1213 MHz to permanent licenses Call Signs
      KK2XFV and KM2XRE. The Attenuation Analysis (performed at 1090 MHz) demonstrates
      that the proposed operations on 1030—1090 MHz should be attenuated by 42 to 82 dB,
      depending upon operating conditions. As a result, the proposed operations, which will use
      an ERP of 1 watt, should not cause any perceptible interference to existing aeronautical
      radionavigation. Accordingly, CRSI submit that this information supports a grant of
      frequency coordination and an expeditious grant of CRSI‘s Request for Modification of
      Existing Licenses Call Signs KK2XFV.
